L.A. City Council Resolution for Expo Light Rail

"ITEM NO. (53) 01-1252 - RESOLUTION (RIDLEY-THOMAS - SVORINICH) relative
to support for the implementation of a light rail line along Exposition
Boulevard by the Metropolitan Transportation Authority (MTA). Recommendation
for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR: RESOLVE to
SUPPORT the implementation of a light rail line along Exposition Boulevard
by the MTA and ensure that any, and all, impacts to the surrounding communities
be properly mitigated, thus fulfilling the goals and objectives of the City's
Land Use/Transportation Policy and its General Plan."

RESOLUTION
WHEREAS, any official position of the City of Los Angeles with respect to
legislation, rules, regulations or policies pending before a local, state,
or federal government body or agency must have first been adopted in the
form of a Resolution by the City Council with the concurrence of the Mayor;
and
WHEREAS, the Los Angeles County Metropolitan Transportation Authority (MTA)
has released the Mid-City/Westside Transit Corridor Draft EIS/EIR; and
WHEREAS, this draft identifies three alternatives:
1. Dedicated bus lanes along Wilshire Boulevard; and
2. Dedicated bus lanes along Wilshire Boulevard and a busway along Exposition
Boulevard; and
3. Dedicated bus lanes along Wilshire Boulevard and a light rail line along
Exposition Boulevard; and
WHEREAS, the MTA Board is expected to select one of these alternatives at
its regularly scheduled Board meeting on Thursday, June 28, 2001; and
WHEREAS, the City Council adopted a position last year to oppose the MTA's
plan to establish Bus Rapid Transit along Wilshire Boulevard (C.F. 00-0892);
and
WHEREAS, the City's Land Use/Transportation Policy states that the City
shall support and impact the decision-making process to ensure equal access
and mobility to all City residents, to meet under-served and unmet transit
needs and within the existing and proposed system, to give priority for
development and revitalization to economically disadvantaged areas; and
WHEREAS, there is widespread and overwhelming public support for light rail
along Exposition Boulevard, and little or no support for either bus lane
project; and
WHEREAS, a light rail line along Exposition Boulevard offers the promise
of significant transportation and economic benefits to the City of Los Angeles
and therefore it is deserving of the City's support; and
WHEREAS, a light rail line along Exposition Boulevard is consistent with
the goals and objectives of the City of Los Angeles' General Plan as it
relates to promoting and improving transportation and economic development.
NOW, THEREFORE, BE IT RESOLVED, that by adoption of this Resolution, with
the concurrence of the Mayor, the City of Los Angeles hereby urges the MTA
Board to support the implementation of a light rail line along Exposition
Boulevard and ensure that any, and all, impacts to the surrounding communities
be properly mitigated, thus fulfilling the goals and objectives of the City
of Los Angeles' Land Use/Transporation Policy and its General Plan.
